The one thing I'll say for Gil Kane is, the GL costume is a classic that has stood the test of time. Hal's original costume just needed the shoulders fixed to be perfect -- Gil fixed that no later than issue 38 -- and since then, the color scheme and basic layout have proven adaptable enough that there have been easily a dozen good variations on it.
But yeah, that's probably where my positive appraisal of Gil Kane's work ends.
That is so weird. I didn't notice the hand either because I was trying to figure out the eye thing. He has four fingers extending from his palm but one of them disappears halfway up. I'd say it's ring shenanigans (hiding itself invisibly or some such), but it's his left hand and Hal wears the ring on his right.

The eyes are the least terrifying part of this. What the hell is with his thumb? What about his fingers, does he have three or four?
i can't even PRETEND that I notice his lack of a pinky.
