To be fair, DC made sure to "fix" that as soon as they got their hands on the license. Certainly, outside of dedicated Marvel Family books, DC's primary use for the Marvel Family (or ersatz Marvels) was to have them fight mainstream DC heroes before having them join forces. So literally any other hero could beat up pre-DC Captain Marvel?
Without source or context, I'm left to wonder who they other heroes are.
They are (expies of) the heroes and protagonists from newspaper comics strips, who have gone on strike.
