OK, I know that joke is getting a little stale. If you can think of an entire populace that folds like a house of cards at the first sign of trouble that we can compare them to, I'll do that.
In heaven, the police are British, the engineers are German, and the chefs are French. In hell, the police are Rannians, the engineers are Rannians, and ... well, you get the idea.
