The Earth-Two Aquaman was hinted at a couple of times earlier in All-Star Squadron, though. In the big JLA/JSA/A-S S team-up, when Liberty Belle met the Earth-One Aquaman, she mentioned thinking there was one on her world. She confirmed this at the first "official meeting" of the Squadron but said she had been unable to contact him.

Got to love the fact that this book made it seem like Aquaman had a great rogues gallery.
