Don't be silly, Scipio. Gordon simply wears the same suit every day so that he matches his portrait. Changing the picture every day would be ridiculous.
It's also not a very flattering portrait. Gordon looks very smug for a police commissioner who constantly has to call on extra help to keep his city safe.
