Sally, I believe that's a Speedy Alka Seltzer hat with artificial payot attached. A lot of bald Jewish migraine sufferers have them.
Sally -- that's the Comet's mask and visor on top of his head. The part that appears like an opaque white pill is meant to slide over his eyes as a visor, and the pieces that look like black braids by his ears are the side coverings of his mask.
